Towards Smart Public Administration: A TOE-Based Empirical Study of AI-Chatbot Adoption in a Transitioning Government Context

Abstract
As governments pursue digital transformation to improve service delivery and administrative efficiency, AI chatbots have emerged as a promising innovation in smart public administration. However, their adoption remains limited, particularly in transitioning countries where institutional, organizational, and technological conditions are complex and evolving. This study aims to empirically examine the key aspects, challenges, and strategic implications of AI chatbots’ adoption in public administration of Uzbekistan, a transitioning government in Central Asia. The study offers a novel contribution by employing an extended technology–organization–environment (TOE) framework. Data were collected through a survey among 501 public employees and partial least squares structural equation modeling was used to analyze data. The results reveal that perceived usefulness, compatibility, organizational readiness, effective accountability, and ethical AI regulation are key enablers, while system complexity, traditional leadership, resistance to change, and concerns over data management and security pose major barriers. The findings contribute to the literature on effective innovation in public administration and provide practical insights for policymakers and public managers aiming to effectively implement AI solutions in complex governance settings.

Tension between the US and Iran
The current tension between the US and Iran in the Middle East can be viewed as an extension of the recent 12-day conflict. The US aims to limit Iran’s nuclear program, a goal closely linked to developments in Gaza and fluctuations in global oil prices. Internally, Iran faces instability, with Israel advocating for regime change, while most Arab states support Israel’s stance, except for the UAE, Oman, and Qatar, which remain neutral due to economic and peace-oriented interests. Iran has largely completed negotiations, with Oman playing a key mediating role. Future engagement in the Gulf region through Iran (TM-Iran) could follow, though Israel’s intervention in the process is widely seen as inappropriate and counterproductive. The US often positions itself as the “peace broker” or regional “police,” but this role is increasingly questioned, especially with the potential involvement of China and Russia. Many Middle Eastern issues, such as Syria, Gaza, and piracy in the Red Sea, have already been partially resolved. Regional tensions also intersect with Afghanistan and Pakistan, where the US and China engage in strategic competition, though both have discreetly coordinated on certain projects. Uzbekistan’s stance prioritizes international strategic partnerships and survival interests. Should Iran and the US reach a negotiated settlement, logistics and energy stability in Central Asia would improve, facilitating diversified foreign trade and legitimate economic growth.
