About SPAIGI
In the 21st century, international politics, national security, and public governance are becoming increasingly intertwined with technological capability. Digital transformation and artificial intelligence (AI) are fundamentally reshaping governance systems, strategic policy-making, and international relations. AI is no longer viewed merely as an innovative technology; it has evolved into a strategic political instrument influencing geopolitical competition, state capacity, and long-term development trajectories.

Leading nations are therefore deploying AI not only to accelerate technological progress, but to strengthen governance effectiveness, protect national interests, and enhance strategic decision-making. Under these conditions, the responsible, ethical, and strategic governance of AI has become a critical priority—particularly for developing countries.
Uzbekistan and the broader Central Asian region, this transformation highlights the urgent need for a specialized, independent, and professionally grounded institution dedicated to AI governance, strategic policy analysis, and data-driven public decision-making. The International Strategic Policy and AI Governance Institute (SPAIGI) is being established in response to this need as an independent, research-driven, and practice-oriented think tank.
The Institute integrates AI with international and national policy processes by producing:

Mission
The mission of the International Strategic Policy and AI Governance Institute (SPAIGI) is to conduct deep, systematic, and comprehensive analysis of the opportunities and risks of AI within the broader context of international politics, strategic governance, and public policy. The Institute develops AI governance frameworks and responsible adoption mechanisms, providing evidence-based policy recommendations together with practical decision-support solutions for government institutions and policymakers.
SPAIGI further contributes to enhancing the effectiveness of public policy, strategic governance, and international relations through AI, digital innovation, and data-driven analysis. The Institute is committed to advancing responsible, secure, and sustainable AI governance systems at both national and global levels. SPAIGI regards AI not merely as a technological innovation, but as a strategic political and governance instrument, and promotes its meaningful integration into public administration, international diplomacy, and policy-making.
